a development project creating new spaces to work, live, and recreate.
Landing on the Cowlitz is a master-planned mixed-use development located in Castle Rock, Washington. Site planning is underway after a development agreement and updated revised master plan was approved in February 2024. The 118-acre property is situated at the south entrance to Castle Rock, southwest of Interstate 5 Interchange #48. Landing on the Cowlitz will create a vibrant community offering commercial, industrial, and residential spaces, while also prioritizing the protection of critical areas and enhancing river access.
Site grading commenced in the fall of 2022. The City of Castle Rock, with financial support from the state and county, is currently upgrading utilities to support Landing on the Cowlitz and other properties on the south and east sides of Castle Rock.
Castle Rock, with a population of 2,500, is located along the Cowlitz River and serves as the gateway to Mount St. Helens. Over the past decade, the population has experienced an annual growth rate of about 1.5 percent.
Design
The Landing on the Cowlitz, spanning 118 acres, is designed to offer a comprehensive space for industrial, commercial, and residential tenants. The master plan envisions an RV park along the Cowlitz River and provides access to previously inaccessible DNR-owned property. Specific layouts and designs of roads and lots will be included in phased site plans through collaboration with the City of Castle Rock.

When will construction begin?
Site planning is underway following February 2024 approval of a development agreement and revised master plan. Concurrently, the City is completing utility improvements serving south Castle Rock. The first phase of site planning is expected in late 2024 with infrastructure to follow.
